Background of the study:
Economic policy effectiveness is crucial for ensuring sustainable growth and stability. In Abuja, fiscal reforms implemented between 2000 and 2020 have aimed to streamline government expenditure, improve tax collection, and foster transparency. These reforms are designed to optimize resource allocation and promote accountability, thereby enhancing overall economic performance (Ibrahim, 2023). Determinants such as administrative capacity, political commitment, and stakeholder engagement significantly influence the success of fiscal policies. While some reforms have yielded positive results in terms of improved revenue generation and reduced wastage, others have fallen short due to implementation challenges and bureaucratic inertia (Eze, 2024). This study investigates the determinants that affect the effectiveness of fiscal reforms in Abuja by examining policy frameworks, implementation processes, and outcomes. It seeks to provide a comprehensive analysis of the factors that contribute to or hinder economic policy effectiveness, thereby offering valuable insights for policymakers aiming to refine fiscal strategies in a dynamic economic environment.

Statement of the problem:
Despite extensive fiscal reforms in Abuja, the intended economic improvements have been inconsistent. Factors such as inadequate institutional capacity, political interference, and poor stakeholder coordination have undermined policy effectiveness (Ibrahim, 2023; Eze, 2024). This disconnect between policy design and actual outcomes has resulted in suboptimal economic performance and reduced public trust in fiscal management. The study aims to pinpoint the key determinants that impede the success of fiscal reforms and to propose strategies for enhancing policy effectiveness.

Objectives of the study:

  1. To identify the determinants affecting the effectiveness of fiscal reforms in Abuja.
  2. To evaluate the impact of these determinants on economic policy outcomes.
  3. To recommend strategies for improving the effectiveness of fiscal reforms.

Research questions:

  1. What are the key determinants of fiscal reform effectiveness in Abuja?
  2. How do administrative and political factors influence policy outcomes?
  3. What strategies can enhance the overall effectiveness of fiscal reforms?

Research Hypotheses:

  1. Effective fiscal reforms positively influence economic performance.
  2. Administrative inefficiencies and political interference hinder policy effectiveness.
  3. Improved stakeholder coordination enhances the outcomes of fiscal reforms.

Significance of the study:
This study is significant as it offers a detailed investigation into the determinants of economic policy effectiveness, with a focus on fiscal reforms in Abuja. The findings will assist policymakers in refining fiscal strategies, thereby promoting greater transparency, efficiency, and sustainable economic growth (Eze, 2024).

Scope and limitations of the study:
This study is limited to examining the determinants of fiscal reform effectiveness in Abuja, focusing on policy design, implementation challenges, and economic outcomes.
